Vertices and Intices

well, some people have told me that you cannot change the number of vertices or intices when you are modelling. but when i was looking around at most models, it looks like most people have changes up quite a few. could someone please clarify this for me. if you could that would be an awesome help.

Halo PC - You can only edit the existing models. There's a way to get CE stuff in but I don't know if I should be talking about that.
Halo CE - Completely new models, you can put in whatever you want, with correct UVWs and all.
Halo 2 - Completely new models, but the UVWs are extremely messed up.

hey, do you have msn, aim, or ICQ so maybe we could talk about how to get halo CE stuff into halo pc?
