Whay cant i mod Turf, Containment, and the old maps?

ok, im kinda a noob at modding, but i have the basic idea at what to do, ok forst off it wont let me mod terf, containnment, without saying you have failed to load the map? is there something wrong? i do all the same thing that i would do for the other new maps. i dont get it.
Also when i put mods into the old maps and FTP them over to the game it does nothing, it will say its in there in dot halo, but its not there in the game, like i did something small on coagulation(jump high) it says it is there, i sign the map, and fix the encryption, BUT IT DOES NOTHING!! im confused.
Do you have to have halo 2 saved on your HD to mod the old maps?
