HMT.v.3.5 trouble

well..i got into modding at my friends house useing hmt and such so i down loaded win rar and hmt 3.5 but when i try to open it it says "The application failed to initialize properly (0xc0000135). Click on OK to terminate the application"...grr

..what can i do..?
