HaloMods "Classic" Read-only Archive

I am new to modding, and I have been using Sparkedit quite a bit. I also have downloaded HMT v3.5, but I can't get it run. I have downloaded .NET Framework, but it is not working. I have all the plugins and such for HMT, but I keep getting this error:

*EDIT*(I downloaded the file to my desktop, not sure if that might have affected it)

There is a file missing in .net framework and maybe other mod programs dont use that, just redownload .net framework

Ps get .net framework 2.0 it runs all mod programs
