Because you need to enable the console.

eeem so i just hit ~ that button and then type VS_Players also i added the console like the tut said u just add -console to the end of the name with 1 space between the " -console like that so how do i enable the console if i didnt already?

lol......so many run-ons. Well I know the problem. You just didn't read the guide you followed correctly. It's not "VS_Players", it's "sv_players".
Also that's not how to ban people. You ban by typing "sv_ban <name>".
Put the name where it says "name". So it would look like this(if you were banning me): "sv_ban BabelFish". Mostly all the commands for the console begin with "sv_".
