did try checking the ports? the normal ports HaloPC uses are "2302" i had it on "2301" once and i could create games at all.

I think thats the point... Some Routers come with Firewalls...

As In Go to the Routers Menu (via Software) and say Dont Block Halo PC

..What Kind Of Router you Have ( Im assumeing Linksys )
