HaloMods "Classic" Read-only Archive

Ok I can't open up any of my windows applications such as exp; System Restore or Windows media player, Nortan anti virus. It aways i have to reinstale msvcp71.dll But i dont even know what that is. Plz help I can't do anything except serf the net.
