HaloMods "Classic" Read-only Archive

I just reformatted my computer and redownloaded all the halo 2 modding apps, such as ADI, Dothalo, Ch2r, etc. I had no problem using the mbefore the reformat. Now, whenever I try to open one, I get the following error message:
The application failed to initialize properly (0xc0000135). Clcik OK to terminate the application.

This only happens with my modding apps. Please help! Thank you in advance.
