Need Help putting pelican in a map with insolence

Im trying to put the pelican in a map and im going by a tutorial. And it says to go to unkown 11 after changing to dev mode. Only problem is that Unkown 11 doesnt appear, i cant click on it. I was wondering if you guys knew what the problem is. Do i need a plugin or what? Please Help.

if you have updated it is now "seats"; i beleive. if not try switching to dev mode....if you havent already

u need a file for it
i got it off this site, it was called vehi.rar
go to search, and then type "pelican" in the search box, and then search, and anything related to a pelican, look through the topic, and you'll find it, theres like 10 pages so it might take a while
