[Halo 2] Skinning Problems

Well me and my mate are trying to make a mod, the only thing left now is the skinning, but we're haveing patching problems with the skins, he has internalized them and edited the bitmaps and when he makes a ppf, with sized ppf, and i apply it on a virgin map and sign it, when i try to load it up, it says failed to load? any ideas??
