Need help finding a modding app

I was wondering if anyone knows where to get the program called Dark Matter. I looked everywhere and cant find it.
Can someone please help?

That is the fucking application.. read what it says. It is an updated post that now includes the AI plugin that you can edit it now with the bsp editor/viewer.
That is the app you want..
