Well, I have a question, if skulls can activate special properties that can not be done any other way in a game, why hasn't more time been invested into finding out how they work?
Think about it, having a weapon that when you pick it up, it makes you teleport to another area!!!! (Could be possible, considering th IWHBYD skull does exactly that.)

No, chain spawning is when you spawn different objects using an explosion tag that generates trash, the spawn we are talking about, is when you pick up the IWHBYD skull, it teleports you to another part of the level, then spawns a ton of elites that charge you with swords........ Big difference 
And besides, the characteristics of these skulls vary so much, it is simply amazing, here is another example of something that would be cool : In the Armory, there is a skull called the thunderstorm skull that makes all the covinents elite/ultra covinents, so think about it
You could have a true modded juggernaught map, where there is a skull/ball/whatever you want in the middle of the map, and whenever you pick it up, it makes you like a brute or hunter, and the other players like buggers or grunts... Hehehehehehe
