The cache are temporary files stored on your xbox for quicker loading. (So Halo/Halo 2 doesnt need to uncompress them all the time). The xbox looks to this cache. If you screw up a map, a screwed up cache will be created. You can fix the problem with the map, but the cache will still be there. Clearing the cache just removes everything so your games can create fresh new ones.

You also need to clear the cache when you skin something, because it stores images so it doesnt have to load them from the map everytime you start, so if you make a warthog red without clearing the cache, your warthog will still be green when you start up the game.
