How Do you make a skin glow?

I have done it before and it was a yellow hog with green stuff all overit but that wasnt a warthog skin it was in the game allready

but if you know how to make parts glow please let me know caause i want to make a killer skin

like the plasma from teleporters,grav lifts,ect.??

yah i wanna make a skin glow by useing shader model how do i make a shader and what do i do to make just the parts i want to glow actualy glow
