I can't upload my avatar. When I do, it says, my profile has been updated but then it says this above.

Avitars are disabled for Regular users until the Admins decide otherwise. Only 'The Elite Moderators, and Junior Admins, and Admins' can chose their own, cause they have access to a control panel in wich it lets them.

Others like Mods, Guardians, arbiters, etc. Have a default Image set with their title.

Well, if ya don't mind... Why?

ya wats the point of that, i mean i shouldnt be even there if we cant use it. just like that seceret board that us normal users cant see.

There's nothing wrong with a mods only board. But no avatar? Is it a bandwidth problem?

Be glad they even allowed us sigs. They don't even have to do that much if they don't want to.

Thats not the main reason there not allowed here. I have allowed custom avatars on the user forums though. Im not going to say the reasons why they are not allowed here.
