Okay, I've been wondering this for awhile now, because I have a pretty bad internet connection and find it hard to find a game without lag.
Is there any way I can download some kind of Bot that I can use to play against in offline Halo multiplayer?

But I hear that DECOY guy has released a series of AI-bot mods on
Multiplayer maps that one person can play offline (select Lan game).
Assuming of course you are talking about Halo PC....
