HaloMods "Classic" Read-only Archive

i have been downloading what i guess i need to start modding i got sparkedit, ppf-o-matic, ppfstudio, hmt 3.5 (also having trouble) and .net framework anyway when i try to use the setup it goes so far and says error writing to file microsoft.vsa.dll verify that you have access to that directory well i went online and got that file do i have to put it somewhere? also with hmt 3.5 when i click the halomaptools.exe it says a reqiured .dll file MSCOREE.DLL was not found any ideas there? I appreciate any help with this i just went to get the MSCOREE.DLL and now when i try to start halomaptools.exe it says please set the registry key HKLM\software\microsoft\.netframework\installroot to point to the .net framework install location and i still having trouble with .net framework

please can anyone help me? ive been trying to get it to work almost all day

try downloading another copy of the .net and then install with as few programs running as you can get.

tried that it didnt work its still says that theres an error writing to file microsoft.vsa.dll which i know i have but what do i do wth it i put it in system folder was that right?
