Help with forums, non-halo related,dont delete, admin look

well i couldnt figure out anywhere to post this but i am fascinated by running my own sites. I was wondering, when i set up a forum i use phbb of course because its the best. How do i make it so people can add attachments?

you have to d/l the atachment mod just google it
