Open up HMT. Load up the map that you want to change the damage values. In the menu, select "[ipt!] Damage". Let's use the AR as an example. Go to "weapons\assault rifle\bullet" for the bullet damage. Change the minimum damage, maximum damage (min), and maximum damage max. I'd reccomend changing these all so they are equal. If you want to change the melee values, just go to "weapons\assault rifle\melee".
If you're going to change the melee damage, why not change the melee range too? Change min range and max range, but keep them the same or it might screw up. For melee attack values, change minimum damage, maximum damage (min), and maximum damage (max). By doing this, you may get an exception in-game. This sometimes doesn't work if you are not hosting though...

My name is halomodder, but truth be told... I'm not very good at halo modding... actually... I pretty much suck.
