Bitmap help

Ok can somebody help me i need to know how to edit a map like turn a specter blue or something like that can anyone help me. I am using H2Edit and Adobe Photoshop.

2-download the latest plugins, open h2edit, go to [bitm] bitmaps, and look for it.
