your DS must be running on the same port as your client.
do a google search on "Halo Dedicated Server"
you should find some sort of forum, read 'em all.
client port?

On the halo main screen go to setting go to network connection or somthing like that and you will see two things server port which probely says 2302 and client port which says 2303 i changed mine to:
server 2304
client 2308
hope this helps
note i've heard diffrent ports work for diffrent people so just play around with the ports till they work o and you will have to restart halo and dedicated server in order for this to take effect

Your DS can't be running on the same port as your client, that's not even possible.
Make sure your dedicated server version and your client version match.
