Well im sorry if this is noobish but I really need the following things.
1. The link to where I can download the Console
2. Directions how to open it to use it.
and
3. Somewhere I can see how to use commands to ban and stuff.

You don't download it cause it's already built into HaloPC.
The command prompt is -console.
To activate the console command in HaloPC just press the ~ button.

right click on the halo icon, go to porperties, "C:\Program Files\Microsoft Games\Halo\halo.exe" your should look like that. That is what is written next to "Tartget:" all you do is add a space and -console like this:
"C:\Program Files\Microsoft Games\Halo\halo.exe" -console
then click apply and ok. If your in halo get and and come back in if not just get in.
Press ` which is the button under ESC (same button as ~, it does not matter if you use shift or it, it will still activate it).
Then look to the left side of the screen that should be a pink text with a blinking ball it should look like this but the ball is flashing "halo(
