How do you spawn bipeds with an AllDev Kit?

I wanna know how to spawn zealot elites in the single player mode, so I can play every mission on the covenant side.

The Dev thingy for Halo:CE where you can spawn weapons and vehicles and stuff. I heard you could spawn bipeds with it.
