I dont understand "ban evading"

And I just ask to deban me jsut for pick some mod. You can dont answer at my question. ANyway I dont have a question. I just need deban for get some mod. Please!!!

If you were banned, it was for a reason, "By-passing" a ban, is ban evading, and it will get you banned [more].
