Way to change light / add weather?

Hi guys, I am a kinda good modder, I just want to know if there is a way to get weather on sanctuary? It doesnt have a "Weat" tag to put new weather into. I have heard people say that you cant change the weather, we'll I know that isnt true cause I have changed the weather on Lockout to rain (by suprise it makes it better). Also I wanted to know if there was a way to change the lighting effects (like make light shine through the trees on Backwash, and remove fog on Backwash?

Well you "know this isnt true" eh? You're wrong. You can swap weather, but not ADD weather. To remove Backwash fog you need to swap the sky.

u dont need to swap the sky u need to null out the fog in the sky tag.
