Does anybody really know how this works?

What I've been wanting to know how to do, is how to make a modded game that everybody can enjoy, basically as many mods that they could see and enjoy as possible. But I'm not really sure how that works. For instance, there was this one mod where the plasma pistol shot out shields on turf (scarab shields), but when I try to assign it myself on single shot, rather than charged like it was, they couldn't see it. Is there anyway I could design certain items so that they could see it, or is there some kinda of limit as to what they can see (ie: only certain guns that shoot and only certain items?) I'd really like to know how to do this, it's pretty fun to mod, but not when other people in my part can't enjoy it.
