photoshop dds plugin madness

i recently upgraded my photoshop 7 to cs2 and normaly when i install the photshop dds plugin it normaly works fine. But since i formated my computer a week ago and i had to reinstall photoshop again and i upgarded to cs2. I have problems installing the photoshop dds plugin... i use the installer to install it to adobe/photoshop cs2 (folder) and when i launch adobe photoshop i get a file DDL erorr saying...

''This application has failed to start beacuse d3d9.dll was not found. Re-installing the application may fix this problem''

So as u can see i cant get the damn plugin to work when it shold be... and i have tried reinstalling photoshop and the plugin countless times and its still the same....

anyone know whats wrong?
