it has been said by bungie that some textures have been made lower resolution for the beta, like the cliffs and real time reflection in the visor to save file space

Provide some quotes and sources.

Everyone cites Bungie as saying everything. I have yet to see any comments straight from Bungie that say anything of the sort.

Real time reflection would provide a smaller file size than what they're currently using...

either i wouldnt see how 1mb textures save much file space.
however i think the graphic wont change much more.

Yeah these are some pictures i took while i was playing my HALO 3 BETA CUSTOM GAME. yeah. pretty cool stuff. I took these pics because people don't believe you can really have custom games. not at all.
But yes, custom games are possible, and very easy to get into. I've played ~15-20 myself. EDIT: I take that back. I've played exactly 25 custom games. I've filled up exactly 1 page of custom games on my profile on bungie.
