Question for those of you with DevKits

Ok, I'm looking into saving up and purchasing a DevKit. I heard you have to be a liscensed developer of Microsoft. When they refer to a "liscense," are they available to the general public with an agreement and purchase? If not, how would I go about getting a liscense? I'm not the best programmer out there, but I wanted to do maybe some Halo 3 research, so please respond. Thank You.
