AI in a forge map?

Is it possible to place AI in a forge map? If not why?

No, it isn't possible. To spawn AI you need various things tied to the tag being spawned. Forge does not store those references and is incapable of spawning such a thing through its object list. The game wasn't designed to do that, so it can't just magically interpret it correctly.
