Maybe make it possible for users to reply to tutorials posted in the Tutorials/Tutorial Submissions sections?
I dont understand why only moderators can?

Because it usually leads to about 100 "NICE TUTORIAL DUDE!" posts.

If you have a question, it's best to PM the creator.

If you have a question, it's best to PM the creator.
But it could also lead to constructive criticism, and other possible ways of doing the same thing or improvements, plus it would be much better for the question to be posted on the forum so the creator will only ever have to answer it once.. and anyway whats wrong with a few "well done" comments :P

It's not necessary. It's always been that way, I don't see it changing in the future. A good tutorial will be descriptive enough that there won't be a massive amount of questions.

..and yet you are not ruling out the possibility of their being questions even for the good tutorials.

Also, perhaps those who spend time over making a tutorial, would like feedback for their efforts? The counter to this ofc would be the that they could just PM the creator.. but imo, it is just not the same.

One last thing i would like to say is when i look at a tutorial that uses an older program such as ADI or H2X, how am i supposed to know if there is an easier/quicker way of doing it with one of the newer programs out? eg. entity. I mean no-one has replyed to the topic, so maybe it was utter crap in the first place? (new-person perspective)

Notice I said "massive amount of questions," meaning any individual questions can be handled via PM.

As for the feedback, leave that up to them, you don't decide whether they want a bunch of feedback on it. Even if they do, they still posted the tutorial knowing for a fact that members can't reply.

If there is an old tutorial, chances are there have been more developments. If nobody posts a newer tutorial, or the author doesn't request to update the tutorial, replying to the thread will have no purpose. The tutorials are not discussion threads for the tutorial, they are just steps in which to do something. If we constantly had people posting in tutorial threads, you'd have to read through 10 pages just to get the newest answer. If there isn't a new tutorial, you're stuck with the old one. Anyone who is going to reply with more or updated information can just as easily make a new thread with a new tutorial.

Here is my 3 cents of it:

1. People could reply criticism for flaws or help make the tut better.

2. Really greats tuts would be replied to more frequently putting them at the top of the list, making it helpful for people to find it. (I am aware there is a search button)

3. It would be nice to see some community response other than:

or a moderators comment of it instead.

I've already addressed all of that.

As far as I know, the reason for replying not being allowed is because it is a tutorial archive. Not a tutorial discussion board. If there are questions or comments, PM the creator.
