Post what you think would work better. I think you'll find that the intermediate range is the hardest to define. But remeber the ultimate goal is not only having people identify their level of skill, but to also create a standard that lets other's know where they are at. If we have a precise standard, then we can avoid waisting time learing things that are really outside of our present level. Some things are so time consuming to learn without mastering basic steps, that people wind up waste everyones time. How many have come here wanting to start with adding AI without understanding how much they need to learn first? You know it's impossible when their next question is "how do I FTP file to my xbox?"
Now we could either flame them, send them to the tutorials, or show them where they are at in the cirriculum (e.g. Applicant) and let them see what they need to learn first. Of course when you get someone that comes back and says, "I don't want to learn all that, just gimmie what I want", then feel free to flame away.

Meh just Put AI in MP in intermediate...

Amusing, but not all true. I know plenty about modding, but I have no emblems. I guess it's because I haven't released any, but it takes a lot to get an emblem. I see good stuff being released every day and no one get's an emblem. And I think meta swaps should be under newbie. Although that does work and also doesn't in the ways Shout outlined. It doesn't really work that way because the actual meanings to the emblems aren't given out. I didn't know about the emblems, so we atleat have any easy way to tell what skills someone has. What remains is the big question of how to acquire those skills.
One thing to consider is what you had to learn before getting each emblem, and whether there is a tutorial for that knowledge.
If there is a tutorial, then the only question is whether it is a "stand alone complex." If it isn't, then I would argue that the knowledge or tutorial is at least an intermediate level skill.
All beginner tutorials really should be written as a stand alone complex, meaning that the tutorial teaches everything you need to know without reference to other sources.
