I'm not arguing and mean not to offend any staff members, and you may feel free to lock this topic as well, but I felt it necessary to publicly state that it is nowhere near impossible to scan the forums. I do it every day. In fact, I cover ALL of Halo 2 Xbox, Halo Xbox, and Halo CE. Every-single-day. Whether I'm at home logged on as XBC-Requiem or I'm at school viewing as a guest, I read every new topic that appears, and every new reply to old topics. It is not hard to do, really. All you have to do is read. You can have someone check the forums for people breaking the rules. That should be the job of the staff, not the job of the members.
With power comes responsibility.

Staff members are not machines that watch over every single post made 24/7. Therefore we are human and will miss some of the rule breakers. Staff have other things to do then read every topic/reply that is made on a large forum, but when someone is breaking the rules and we see it we will take action.
Since not every little thing will be seen on large forums, the users have the ability to report them. So if you see someone is breaking the rules and a Staff member has not seen it yet, post a topic in the complaints section with a link so we can see it and take care of it.
Suggesting we pay attention to the flaming rule more doesn't really help when we have not seen who/where it's occurring.

Right now, everyone (staff) is blaming the report system for not working. While that's true, we still should be able to function and mantain the forum without such help. Sure the forum is large, but we should still be able to get it done with the ammount of us "on hand". That's what one would think, at least.
Truth is, I check forums with new topics, read the title, and if it seems as if I can help, or if I can immediately tell that something is going wrong inside the topic, I start reading it. Other than that, I don't check every single post. But, of course, if we made you part of the staff, all problems would then be solved, right?
I'm going to point this out again.
You claim there are a massive amount of people and posts which are flaming, yet you can not produce even a single one that breaks the rules. Until you can actually provide some evidence (Because we have looked, and virtually nothing has been found to be breaking the rules), then we can't really take you seriously.
