Great. It mentions "ONI", which means that there is a pretty good chance that it's based in the Halo universe. Which means it probably isn't an entirely original IP.

The cryptic passage indicated that it was an ONI inquiry. The Office of Naval Intelligence, which is referenced frequently in the Halo universe.

this hapens from time to time on the site
it just means theyre updating something and needed to close the site to the public

and ONI is refered to in th haloverse but it was a game first

i just noticed that that is an update on bungie.net
it did it once to the entire site a few months ago

According to http://gamer.tm/news.php?id=2995, Bungie is gonna annouce their new Project by around September 21-28 in Europe since E3 wouldn't let Bungie annouce their project there.

I know that. You said it was evidence of it being related to the Halo story, but there is no certain basis for that claim.

Are Bungie really that lazy? that they turn to the Community to report non-Halo files, or modified variants.
Is it really hard for them to find'em themselves?
Is there a reward, for reporting people?
Or are they being like M$, where they get us to do their job for them?

Perhaps KEEP IT CLEAN refers to their forums. That place is a mess and reporting is a great way to KEEP IT CLEAN, but this is just my guess.

The Next TGS will be on October 9th. Perhaps that is when they will announce their new title.

Since this topic is in the Halo 3 section and not the Gamer's Corner, I'm going to assume that the creator thinks it has something to do with the Halo series. Now that's wild speculation.
