MS only allows game developers to release 10 achievements for 250GS as DLC. Which means it's not DLC.
Here's Bungie's September 5th Update:

Inevitably, this will be blown out of context, misread and misunderstood, but let’s do it anyway.

For a number of reasons ranging from obvious to sublime, Title Update 2 (which is the new, hip, Xbox 360-version way of saying “Auto Update” or “Patch”), introduces new Achievements to Halo 3. Last weekend at Penny-Arcade Expo we played Assembly on the TU2, which meant that folks would see and buzz about the new achievements. These will be made live when TU2 turns on later this month - the previously announced date may slip a bit closer to the Halo 3 one-year anniversary.

Here’s a look at these achievements which can be earned via the Legendary Maps and Halo 3 Campaign:
  • Vidmaster Challenge: Lightswitch (0 points) – Get to the rank of Lieutenant in any playlist in the new EXP progression system.
  • Vidmaster Challenge: 7 on 7 (0 points) – Enter into any ranked or social playlist with 7 EXP on the 7th of the month.
  • Vidmaster Challenge: Annual (0 points) – After 9/25/08, complete Halo on 4-player Legendary LIVE co-op, with Iron, and everyone in Ghosts.
  • Double Double (25 points) – On a Legendary map, get two Double Kills during any ranked or social match.
  • Poor Yorick (25 points) – On a Legendary map, get 3 Oddball melee kills during any ranked or social match.
  • Came…From…Behind (50 points) – On a Legendary map, get 3 assassinations during any ranked or social match.
  • Defend This (50 points) – On a Legendary map, get a flag melee kill during any ranked or social match.
  • Flag Dropped (25 points) – On a Legendary map, get 2 flag carrier kills during any ranked or social match.
  • Road Rage (25 points) – On a Legendary map, get 5 Warthog chaingun kills during any ranked or social match.
  • Look Both Ways (50 points) – On a Legendary map, get a Splatter Spree during any ranked or social match.
As folks have seen, these aren’t the only achievements we’re adding. But without proper context, there’s not a whole lot else we’re going to say. Stay tuned.

Yeah I noted the non-DLC thing. Too many achievements worth so much. However at the same time, it specifically mentions legendary map pack content, which is signed for Halo 3 - the game is also listed as Halo 3.
Exemption from the rule? It also rather specifically refers to itself in the annual achievement (one year from Halo 3), which implies that a) its still Halo 3, b) new content before then =p Also note the different named skulls.
To be a stupid Halo fanboy I can take a quote out of control!

Nice find if it isn't fake - The achievements just seem to be worth so much for 79 of them. Plus they're worded funny.

I can't believe that everyone gets so hyped up by every single halo detail posted or leaked, making up things and photoshoping so more people will get suspicious, and then writing a freaking topic about it being fake or vice versa, just shut the **** up and wait and see!
Then again, if this is actually true, then I have a lot to do on Halo 3 again. XD

It seems that you can get the achievements in both social and ranked. I just hope they keep it like that, because Ranked achievements are a bitch.

GRAW had those fucking retarded 1 and 2 point achievements that everyone hates so...
BTW there are to many achievements worth to much to be real

Does anyone else notice that the vidmaster challenge is worth no points? Why would they make an achievement worth nothing?

Well, I know that Guitar Hero III has a 0 point achievement, so it's not the first time.

I'd just like to add, this was posted by a Bungie admin on b.net:
I was at PAX. I saw the new achievements, and I saw what it took to reach them. It was no accident; at the end of the day, as Bungie and PAX were shutting down for the day, a PAX visitor sat down at a monitor and deliberately started clicking through to reach achievements, taking advantage of the distractions. Bungie employees were cleaning up for the day and had their backs turned, which is the only reason that the achievements were up for as long as they were. As soon as they noticed, they came over and turned off the television. The same PAX visitor who clicked through to view the achievements had also taken some photographs, and asked a Bungie employee if he could post them. The Bungie employee asked this person not to post them, and the person who originally looked at the achievements has, so far, held true to their promise and neither posted nor discussed the achievements.

The damage, however, was done. Other people had also taken pictures in that short timespan using both cell phone cameras and regular digital cameras. These are the pictures that you see posted all over the internet now.

I am just a fan, like everyone else, and I do not have any inside track to Bungie's secrets, but I think that ANY person who was there can tell you that Bungie did not want these pictures taken, and the only reason that people were able to view the achievements at all is because an ambitious PAX visitor took advantage of Bungie being distracted at the end of the day.

This was not a case of Bungie "purposely displaying" its achievements.

I understand that it is not only the right, but also the responsibility of the press and the media to be open about news and information that they are able to dig up. But this was not the press or media -- these are people who call themselves Bungie fans. People who presumably understand Bungie's desire and need for secrecy in new projects. And people who should respect it.

Discussing the pictures? Well hell, once the horse has left the barn, you may as well ride it. But going through the somewhat devious process of reaching the new achievements, and then taking pictures, and then proceeding to POST the pictures despite the fact that Sketch made it obvious that they were not supposed to be seen (and I know all the people who took pictures and they were there when Sketch turned the TV off)? That's something that I hope a true Bungie fan (who presumably wants to see the company succeed) would refrain from.

As a fan, this is a disappointment for me in the Bungie Community -- a small one, considering all of the awesomeness I saw from the Bungie Community in general at PAX and over the last few days, to be sure. But a disappointment nonetheless.

Like many other community members, I have and will continue to refuse to discuss anything regarding these photographs except to echo Recon Number 54's sentiments in my usual concise style.

Well put. Personally, to me the update is kinda pointless; though that's probably because I'm not much for achievement gathering. I reckon it'd be fun for you other types. I wonder if this will effect those seeking 1000gp to get the Katana and other Armors. Are those achievement-based, or GP-based? Excuse my ignorance on such things.

Both, I guess you would say. You have to unlock all achievements, by gameplay to unlock the Katana. Maybe I didn't fully understand that question.

Anyways, those should be considered "fun" achievements.

Think about this.

You see 3 new skulls, and one of them is named "Assembly Skull."

Maybe the other two are the names of the other 2 maps that are being released?
