It's fog, honestly it is. Just say it to yourself enough times and then like me you start to believe it !!!!!!

Look into my eyes....... look closely, when i click my fingers you will see that its fog... FOG..... FOG......FOG

I think andrew_b means it's not fog as in the tag type fog which is just a cover for clipping planes. You can set the near and far distances, densities and colors but they aren't locational, they're omnidirectional. It still looks good.
