I looked throught the Halomods Elite and I really don't think the stuff in there is "elite". Most of it is skins that most people can make. I really think it needs cleaning out.

Even with the codec, Halo Map Tools won't allways take your sounds. Sound-modding in Halo PC rarely works and is pure evil.
