how come when i download mods they are RAR files i though they are supposed to be PPF files

Actually, if you download a skin, usually it's a PPF file. So, you would have to apply the PPF to bitmaps.map... or if you have an XBox skin, load the map, transfer the cache file and then patch it (and transfer it back, obviously).
