Oh....com'on! Certainly somebody here can point me in the right direction.

The whole problem is that we have people that quit before we can ban them. They know how the system works and they exploit it to stalk and harass other players. Currently their info is not saved anywhere so that we can ban them after they quit the game. Are you saying the ban info IS saved somewhere...
