When I open up the DDS plugin file in WinRAR, I double click "dds plugin" . . . then what?

And I read in the Sparkedit Tutorial that you can import other things into the map using a combination of hmt and Sparkedit. I thought this was how people got logs and things to make sniper towers and whatnot
