hey again just downloaded microsoft .net framework SDK package and to no avail still get the same error

well i download serenity and insolece and then extract them to a folder right, then i double click on the application and it says the application failed to initialize properly (0xc0000135). click on ok to terminate the application, anyway of fixing this cause i heard it is a good program 4 halo2 mod...
