The resigner has a very cheap rehashing function. May update with a bigger one, but I doubt it. It ain't worth it.

The rehashing is like a verification, as the file contains a master hash table, kinda like with rar files, when you get a crc error, however, once rehashed, they need to be resigned, this is there way of telling itself its...
