[Need Help] Adding Water

Okay, i followed the tut @ http://forums.halomods.com/viewtopic.php?t=43757 and everything, but when i try to do it @ Sanctuary, it just keeps going back to normal. It does have a LITTLE water... and it gives me the option to change it...Can someone help me?
EDIT: Nothing under sbsp will save... on any map
