Error 21:
This error says that the machine was booted to display a error, basically someone told the machine to reboot (or launch a xbe) with this flag, and the error code just means its been rebooted by the flag.
This occurs frequently when the xbox is unable to boot due to dashboard changes being made including-incomplete FTP backups copied to a new HDD. Note: HDD= Hard Disk Drive

Now...the error code doesnt "just mean" its been rebooted by the flag. It means that your xboxs' power-on self control has automatically shut itself down. This flag has a self-lock system, that when screwed with, will in essence shut itself down.

Although, this is an easy, but not free, problem to fix. You will need to get a new HDD. BUT before doing this please refer to this Power Cord Solder Check from xbox-scene.

To wrap our lesson up, Error 21 is the xbox, and/or EvoX/Ybox, telling itself/xbox to terminate power-on self check systems which will lead to your xbox failing to turn on.
