Raising Fog in Waterworks?

Raising Fog in Waterworks?

How would I raise the Fog in waterworks (the fog in the water) because when I edit fog colour (lets say to bright red,) its only in the water. The map Fallout had green fog inside the whole level, AND red fog in the water. Any tuts how?
