Correct me if I am wrong, but modchips aren't illiegal but the software on them is :? . And tobasco sauce you dont need to post in every topic in this forum.

Modchips arnt ilegal, and even some of the software isnt illegal. I think for it to be illigal it has to have part of the the Xbox Dashboard, or some code on the xbox in the software :?

which is why preflahed chips, usually have a terrible nonXDK bios

Nope, modchips are perfectly legal. It's the hacked bioses and the homebrew applications you put on them that are illegal. You can look at a modchip as just a piece of electronic equipment that is designed in a certain way that just happens to fit perfectly into an xbox console :lol:
