Or the far easier: tagc, change the dependency to a vehicle with the actv tag. Null out the vehicle shader tags in it's mod2 and edit out the collision (bitmasks as I recall).
But this topic is about trying to place AI using a method that isn't a hack but actually editing the scnr tag.

Or, just add encounters with Sapien, and then convert to PC format with Harbinger, xD.
The actv doesn't spawn because it isnt in the right way and have the necessary AI information filled out.
