Woohoo! My ISP has found the issue to my speed problems.
Of course it was their end, silly servers.
They assured me it would be repaired in the next 24 hours, I'll give them another 48 hours and if it isn't fixed by then I'll contact them again.
But the whole point of this, I'm happy because I should soon be receiving my 4 -5 MBps connection, as opposed to a 780KBps max.

The system time was set differently, probably because I wasn't on Xbox LIVE. They were further down the list, and I didn't scroll all the way.
